Practical VCL limits; giant URL->backend map

It will probably take a while to compile.  Somebody at VUG3 mentioned a
50MB VCL for similar reasons and it took a little bit to compile and he
wanted some evil hacks to be able to distribute the compiled VCL due to
that, but apart from that, I believe it worked well enough.
